Policies, which will be in effect in 2014, can have a significant impact on physical therapist practice and payment for outpatient therapy services. Find out the latest information on the new 2014 Medicare fee schedule payment rates, the therapy cap, quality initiatives, program integrity, health care reform changes and more. The information provided during this course will be valuable as you adapt your practice to ensure compliance with new policies and navigate the new environment under health reform.

The speakers will provide critical information about policies that will affect coverage and payment for physical therapy services in 2014. During a Q & A session following the overview, participants may ask questions directly to the speakers.

Presenter Bio (s)


Gayle Lee, JD, has more than 15 years of experience working on health care issues impacting the rehabilitation industry. Currently, Gayle serves as the senior director of Health Finance and Quality for the American Physical Therapy Association (APTA). As the department's federal payment policy expert, Gayle's key areas of responsibility include Medicare, Medicaid, HIPAA, and health care reform. She specifically works on regulations that impact physical therapists who practice in skilled nursing facilities, home health agencies, rehabilitation hospitals/units, comprehensive outpatient rehabilitation facilities, rehabilitation agencies, and private practice settings.

Gayle came to APTA from the American Rehabilitation Association, where she was an assistant counsel and policy coordinator. She worked on issues that affected rehabilitation hospitals/units and CORFs. Gayle received her law degree at the Washington College of Law from the American University in Washington, DC, and completed her undergraduate work at Pennsylvania State University located in University Park, Pennsylvania.


Gillian Leene, JD, is senior regulatory affairs specialist at APTA in the Public Policy, Practice, and Professional Affairs Unit. Gillian comes from a law firm in Washington, DC, where she practiced regulatory health care law primarily for community health centers and other nonprofit entities. At the firm, Gillian was responsible for issues such as regulatory compliance for community health centers, the Stark law, fraud and abuse, HIPAA, and federal grantee rights. Prior to her work in a law firm, Gillian also worked at the American Health Lawyers Association and the Departmental Appeals Board of the Department of Health and Human Services. She received her law degree from the George Mason University School of Law and completed her undergraduate work at the University of Florida.

Course Completion Requirements

In order to successfully complete this course, you must do the following:
  • Login to the APTA Learning Center and launch the course from “My Courses” tab PRIOR to the webinar date to download the handout.


  • On the day of the webinar, launch the webinar from the “Handout & Recording” page in the course on the APTA Learning Center to participate.

    • A temporary recording will be made available via this online course, approximately 5 hours after the live conference. This temporary recording will permit you to have access to the widgets on the dashboard. This temporary recording will be replaced within one week with a permanent recording that will not have the webinar platform features.

  • In order to Claim Credit, return to the “My Courses” page in the APTA Learning Center to complete the postcourse evaluation.


  • Once the postcourse evaluation is submitted, you will be able to print your CEU certificate.
