Course Information

New Medicare payment policies that will take effect in 2012 can have a significant impact on physical therapist practice and payment for outpatient therapy services. Find out the latest information on the new 2012 Medicare fee schedule payment rates, the therapy cap, the physician quality reporting system (PQRS), provider enrollment, Medicare Administrative Contractor (MAC) activities, and more.

Coding and payment policy expert Steve Levine, PT, DPT, MSHA, joins Gayle Lee, JD, APTA’s director of federal payment policy and regulatory affairs, to provide critical information about Medicare’s new rules affecting coverage and payment for physical therapy services in 2012. During a Q&A session following the overview, participants may ask questions directly to the experts.

Presenter Bio (s)

Gayle R. Lee, JD, Lee has more than 15 years of experience working on health care issues that affect the rehabilitation industry. Lee is the director of federal payment policy and advocacy for the American Physical Therapy Association. As the department's federal payment policy expert, Lee is primarily responsible for issues involving Medicare, Medicaid, HIPAA, and TRICARE. She specifically works on regulations that affect physical therapists practicing in skilled nursing facilities, home health agencies, rehabilitation hospitals/units, comprehensive outpatient rehabilitation facilities, rehabilitation agencies, and private practice settings. She also has worked at the American Rehabilitation Association, where she was assistant counsel and policy coordinator.


Stephen M. Levine, PT, DPT, MSHA, is a partner in Fearon & Levine, a national consulting firm focusing on practice management and payment policy in the outpatient rehabilitation setting, with particular expertise in the areas of documentation, coding, billing, and compliance. Fearon & Levine has a client base in over 35 states and the District of Columbia, and Levine and his partner, Helene Fearon, PT, have taught seminars and lectured in more than 46 states. Levine is a nationally recognized expert in the physical therapy profession, as well as a consultant to physical therapy providers, local and national third-party payers, regulators, and case management agencies in the areas of CPT coding and relative values, RBRVS, cost containment, fraud and abuse, quality assurance issues, payment/reimbursement strategies for physical therapy services, and physical therapy documentation, utilization review, and medical necessity. Additionally, Levine has worked extensively with federal investigative and law enforcement agencies, including the Office of the Inspector General, Department of Justice, and Federal Bureau of Investigation, in the areas of fraud, abuse, medical necessity, overutilization, and medical policy review. Levine has been an active member of the American Physical Therapy Association for 25 years, having served many positions at the state and national level. Nationally, he was vice speaker of the House of Delegates and a member of the APTA Board of Directors from 1997 to 2002, following which he served as an APTA Board member and speaker of the House of Delegates from 2003 to 2008. Additionally, Levine has served as adjunct faculty in multiple physical therapy professional and postprofessional education programs.

On successful completion of the examination, 0.2 CEUs (2.0 contact hours/CCUs) and a certificate of completion will be awarded. The American Physical Therapy Association has been approved as an Authorized Provider by the International Association for Continuing Education and Training (IACET), 1760 Old Meadow Road, Suite 500, McLean, VA 22102.
