The interconnected Roles of Medicaid and IDEA” will educate members on important programs that provide critical health services to children. The presentation will provide and overview of Medicaid, CHIP and the Individuals with Disabilities Education Act (IDEA) and will explain how these programs work together to ensure all children have access to a free appropriate education. Also discussed will be the various threats and opportunities the various programs face.

Meet our Presenters

Kate W. Gilliard, Senior Regulatory Affairs Specialist, APTA Kate joined APTA in 2018 as a senior regulatory affairs specialist. Prior to joining APTA, she was a regulatory analyst with Centene Corporation, focusing on ACA-compliant health care products. Her duties included monitoring state and federal legislative developments in the health care industry, developing company policy, and advocating on Centene’s behalf to state and federal regulators. Prior to that, she served as the ACA officer at the Illinois Department of Insurance, where she assisted the director in creating and implementing policies related to the ACA. She received her bachelor’s degree in English from Oklahoma State University and her JD from DePaul University College of Law. She is a member of the Illinois Bar.

Connie Garner, Vice President for Disability Policy & Education Policy, ML Strategies Connie is widely recognized as a national policy leader on disability, health care, and education issues. For 17 years, she was Policy Director for Disability and Special Populations to the US Senate Committee on Health, Education, Labor and Pensions (HELP), where she worked primarily with the late Chairman Senator Edward M. Kennedy, and subsequently with former Senators Chris Dodd and Tom Harkin. Connie has also held executive positions with national nonprofits and served as a policy director for a prominent DC law firm.

Connie has practiced as a clinical nurse specialist, including as the nursing administrator for maternal-child health inpatient hospital units in the Philadelphia and Washington, DC areas. She is also certified as a Pediatric and Neonatal Nurse Practitioner.
