This course provides a practical introduction to physical therapy advocacy and the federal policymaking process. Participants will learn how a bill becomes a law, explore the fundamentals of legislative and regulatory advocacy, and understand how to engage in the notice of comment and rulemaking process. The course also covers effective grassroots advocacy strategies, equipping PTs, PTAs, and students with the knowledge and tools to engage confidently with policymakers and influence change at every stage of the process.

Brian Allen
JD
Sr. Specialist, Congressional Affairs
Brian W. Allen, JD, is a congressional affairs specialist at APTA. Before joining the association in January 2022, Brian spent over five years on Capitol Hill, starting as a law clerk for the House Judiciary Committee and culminating in his role as legislative director and senior counsel to a member of the House of Representatives. Among other policy issues, he focused on health care, transportation, natural resources, and education. He received his bachelor’s degree in history and Spanish from Roanoke College and his law degree from Washington and Lee University School of Law. He is a member of the District of Columbia Bar.
Laura Keivel
Manager, Grassroots and Political Affairs
Laura Keivel joined APTA in 2019 and is the grassroots and political affairs specialist. Prior to joining APTA, she was the advocacy program and events manager at the American Cancer Society Cancer Action Network. At ACS CAN, she ran the Society’s largest event, the Leadership Summit & Lobby Day legislative fly-in. Laura served as manager of grassroots advocacy for five years at the Arthritis Foundation. There, she grew the grassroots network from 68,000 to 120,000, managed and expanded the grasstops Ambassador Program, and created an advocacy program for children and teens. She received a bachelor’s degree in history and political science from the University of Dayton.
Rachel Miller
MPH
Sr. Specialist, Health Policy and Payment
Rachel Miller, MPH, is a health policy and payment specialist within APTA's Health Policy and Payment Unit as of August 2022. Rachel advocates to federal regulators on policy issues that affect the physical therapy profession. Before joining the association, she was working towards her master's degree in health policy at the University of North Carolina at Chapel Hill. While continuing her education, Rachel showed community members how to obtain health insurance as Certified Application Counselor in a student-run clinic. Before that, she helped stop the spread of COVID-19 as a case investigator at a local health department. She obtained her bachelor's degree in public health from the University of South Florida.
