This webinar will provide participants with regulatory and payment changes that will impact outpatient physical, occupational, and speech therapy services in calendar year 2025.
This course is scheduled for December 16, 2024.
Course level: Multiple Levels
It’s a new year and with that, new, revised and deleted CPT codes become effective on January 1, 2024 and payment changes occur in terms of the annual Medicare therapy threshold dollar amount, use of the KX modifier for claims exceeding the therapy threshold, the targeted medical review process for claims exceeding $3000 in a calendar year and the annual Medicare Part B deductible and its impact on the annual therapy threshold dollar amount. In calendar year 2025, what is the status of outpatient therapy delivered via telehealth as well as supervision requirements of a physical therapist assistant by a physical therapist and occupational therapy assistant by an occupational therapist in the private practice setting? Lastly, will Medicare reimbursement decrease in calendar year 2025 compared to 2024 and might some localities see a bigger decrease than others?
Upon completion of this webinar, participants should be able to:
- Recall the 2025 conversion factor and its impact on payment under Medicare Part B therapy services.
- Understand what the 2025 Medicare Part B deductible is and its impact on the annual therapy threshold.
- List the 3 possible scenarios of who may pay the 2025 Medicare Part B deductible.
- Name the 2 Medigap plans that cover the annual Medicare Part B deductible.
- Identify the 2025 therapy threshold and the targeted medical review process for claims exceeding $3,000 in calendar year 2025.
- List new, revised and/or deleted CPT codes for 2025 that may be utilized by physical or occupational therapists and/or speech-language pathologists.
- Recite the current status of telehealth with traditional Medicare for calendar year 2025.
- Understand how the Geographic Price Cost Index for your locality impacts your Medicare payment in calendar year 2025.
- Name 3 changes to the 2025 MIPS program.

RICK GAWENDA, PT, is a licensed physical therapist with over 30 years of experience and currently serves as the founder and President of Gawenda Seminars & Consulting, Inc. He graduated with a Bachelor of Science degree in Physical Therapy from Wayne State University in Detroit, Michigan, in 1991.
He has provided valuable education and consulting to hospitals, private practices, skilled nursing facilities, and rehabilitation agencies in the areas of CPT coding, ICD-10 coding, billing, documentation compliance, revenue enhancement, practice management, and denial management as they relate to outpatient therapy services. Mr. Gawenda has presented nationally since 2004 and has provided over 1000 on-site seminars and webinars.
In addition, Mr. Gawenda is retained by attorneys to serve as an expert in regard to legal or physical therapy state board issues regarding documentation, billing, supervision, and utilization of support personnel and compliance with insurance rules and regulations as well as physical therapy state board requirements.
Mr. Gawenda is a member of the American Physical Therapy Association (APTA) and Michigan Physical Therapy Association (MPTA). Mr. Gawenda is a Past President of the Section on Health Policy & Administration of the APTA. He is the current Chair of the APTA Private Practice Payment Policy

Rachel Miller, MPH is a health policy and payment specialist within APTA's Health Policy and Payment Unit as of August 2022. Rachel advocates to federal regulators on policy issues that affect the physical therapy profession. Before joining the association, she was working towards her master's degree in health policy at the University of North Carolina at Chapel Hill. While continuing her education, Rachel showed community members how to obtain health insurance as Certified Application Counselor in a student-run clinic. Before that, she helped stop the spread of COVID-19 as a case investigator at a local health department. She obtained her bachelor's degree in public health from the University of South Florida.
Wanda Evans, PT, DPT, MHS
Sr. Specialist, Health Policy and Payment
Wanda K. Evans, PT, DPT, MHS, is a senior payment specialist at APTA. Her responsibilities include communicating with members and insurers on inquiries regarding third-party, billing, CPT coding, and payment policies; providing resources in policy development; monitoring trends; and assisting in association efforts to advance payment policies. She remains a treating clinician in the outpatient setting. Before joining APTA, she was the clinical documentation and utilization review coordinator for Medstar National Rehabilitation Hospital Network. Prior to that she was the supervisor of physical therapist and occupational therapist services for Kaiser Permanente Mid Atlantic. She has been an APTA member since she was a student. She received her bachelor of physical therapy and doctor of physical therapy degrees from Howard University, and a master of health science degree in orthopedic and sports physical therapy from the University of Indianapolis. She also is a certified kinesio taping practitioner.
Alice Bell, PT, DPT

Alice is on staff as senior payment specialist in the Payment and Practice Management Department of the APTA. She received a bachelor’s degree in physical therapy from Northeastern University in Boston, MA and a doctor of physical therapy degree from the University of Montana. Her specialties include integrated care delivery models, post-acute care, and long-term care. A board-certified clinical specialist in geriatric physical therapy, she has lectured and written many articles on topics related to physical therapy and the older adult. She has spent the majority of her career in post-acute care and long-term care settings and has more than 36 years of experience as a physical therapist. Her professional activities include serving as a member of the National Quality Partnership Opioid Stewardship Steering Committee, co-leader of the NQF Opioid Stewardship Member Workgroup, APTA appointee to the NDHI Opioid Crisis Workgroup, APTA appointee to the National Quality Partnership Opioid Stewardship Action Team, Member of the Centers for Medicare and Medicaid Services’ Technical Expert Panel for Skilled Nursing Alternative Payment Systems, Appointee to the National Quality Forum (NQF) for Long Term Care Quality Measures, Member of the Steering Committee for NQF's National Voluntary Consensus Standards for Nursing Home Project, and representative of the Coalition of Rehab Therapy Organizations’ Joint Commission’s Long Term Care Professional and Technical Advisory Committee.

He received both his bachelor’s degree in health science and his DPT with research specialization from the Ohio State University and subsequently participated in their Orthopaedic Physical Therapy Residency. Description:

Whether a seasoned professor or a new student, navigating these challenges is stressful and can have long-lasting effects, especially when power dynamics are at play.
This session will delve into the experiences of faculty and students with historically marginalized and minoritized identities and discuss how their identities impact their sense of belonging and ability to thrive in academic and clinical settings. Through real-world examples from research, we'll shed light on these challenges and discuss potential solutions.
Course Objectives:
After this presentation, learners will be able to:1) Attendees will be able to define the terms minoritized, marginalized, and belonging.
2) Attendees will be able to describe different types of microaggressions and environmental factors that reduce feelings of belonging.

This workshop is designed to assist physical therapist and physical therapist assistant education program administrators and faculty to obtain programmatic accreditation. It includes an overview of the accreditation process, CAPTE’s expectations relevant to the Standards & Required Elements, and the required evidence of compliance. This workshop focuses on information essential for institutions developing a physical therapist or physical therapist assistant education program. Information is provided on:
- Developing a relationship with CAPTE staff
- Demonstrating institution's commitment to development of a quality program
- Showing good planning with readiness for matriculation as early as 3 weeks after CAPTE decision to grant Candidacy

2. Identify the requirements for achieving candidacy.
3. Describe CAPTE's expectations related to the PTA Standards and Required Elements and the PT Standards and Required Elements.
4. Identify what is necessary to complete and submit an Application for Candidacy.
5. Identify where to get additional information or help relevant to the Standards and Required Elements and/or the writing of an Application for Candidacy.

The primary care physical therapist is perfectly suited to impact all of these areas influencing the health care experience and well-being of society. This course aims to provide an overview of the impact of, and the physical therapist's ability to influence population health elements through the patients we serve.

Ashley R. Cassel
PT, DPT, OCS, CSMT
Ashley Cassel, PT, DPT, OCS is a board certified orthopedic physical therapy specialist with experience practicing in a direct access, primary care physical therapy setting. Ashley serves as the Chief of Outpatient Physical Therapy at the Minneapolis VA Health Care System where she has 15+ years of clinical experience practicing in an outpatient setting including primary care direct access physical therapy. Ashley is a subject matter expert member of the VHA National PACT PT Diffusion Team working to spread the best practice of embedding PT in Primary Care throughout VHA by 2025. She co-founded and serves on the board of the APTA Federal Primary Care Special Interest Group where she is project lead on the petition to establish Primary Care PT as a recognized area of specialty and residency practice.
Megan Daman
MAN, APRN
Megan Daman (pronouns she and her) is Health Promotion and Disease Prevention Program Manager for Minneapolis VA Health Care System. She’s been a nurse over twenty years and achieved board certification as an Adult Health Clinical Nurse Specialist in 2010. Megan has a passion for health and wellness, and supporting everyone – Veterans and staff members - to achieve their defined highest level of functioning. Outside of work, Megan enjoys being physically active in nature with her husband, twin children and wrangling bird dogs.
Molly J. Lahn
DPT, PhD
Molly J. Lahn, PT, DPT, PhD is a clinical specialist with the Minneapolis VA Healthcare System. Her PhD studies focused on the science and practice of mind-body medicine and its central role in our evolving healthcare system. Dr. Lahn has also taught at the graduate level and conducted training for both healthcare professionals and patients in stress resiliency and trauma-informed care. She is a current member of the Biopsychosocial Physical Therapy Mentorship Program serving rural VA sites nationwide.
