APTA Regulatory Update: CMS 2024 Home Health Proposed Rule

APTA is hosting a standalone webinar to provide an overview of the Centers for Medicare & Medicaid Services (CMS) Calendar Year (CY) 2024 Home Health Proposed Rule; this annual rule establishes critical policies on payment for home health agencies, as well as practice in the home health setting.

APTA, with the support of subject matter experts from APTA Home Health, will provide a summary of the significant proposals in the rule that govern annual payment updates for home health agencies, as well as changes to the Home Health Quality Reporting Program (HH QRP) and the Home Health Value-Based Purchasing Program (HH VBP). Speakers may also cover additional data discussed in the rule, as well as nonrecurring policy proposals that may impact payment and practice. 

The live webinar is free to APTA members, and will take place on August 1, 2023 at 8:00 PM ET. The webinar will be recorded, and both the recording and slides will be available following the live webinar content.

Ellen R. Strunk, PT, MS

President, Rehab Resources & Consulting; Board-Certified Geriatric Clinical Specialist, Certified Exercise Expert for Aging Adults, Certified in Healthcare Compliance

Ms. Strunk has worked in various roles & settings as both clinician & manager/director. Presently, Ellen is owner of Rehab Resources & Consulting, Inc., RRC specializes in helping customers understand the CMS prospective payment systems in the skilled nursing facility and home health setting, as well as outpatient therapy billing for all provider types. Ms. Strunk’s experience includes utilizing medical record reviews and data systems to help both inpatient and outpatient therapy providers meet regulatory guidelines. She has worked with clients on a variety of Medicare/Medicaid payment and certification matters, including substantial overpayment assessments and facilitation of Corporate Integrity Agreements. Services offered include: interdisciplinary medical record review, compliance risk analysis appeals and appeals management, obtaining Medicare certification for a rehabilitation agency, developing clinical programs, and developing operational and clinical processes to support therapy management. In addition to assisting clients meet their operational & clinical goals, Ms. Strunk lectures nationally on the topics of regulatory compliance in the post-acute care space and coding/billing/documentation to meet medical necessity guidelines and payer regulations, as well as pharmacology for rehabilitation professionals, clinically appropriate exercise for older adults, and the importance of functional outcomes to value-based payment.

Andrew Amari, JD

Specialist, Health Policy and Payment

Andrew Amari, JD is a specialist within APTA's Health Policy and Payment Unit, advocating on regulatory policy issues affecting physical therapists in a variety of practice settings. Before joining the association in March 2022, Andrew was a regulatory analyst at the Association of American Medical Colleges, focusing on hospital payment and graduate medical education policy issues. Andrew received a bachelor's degree in Psychology from Wake Forest University and a JD from the University of Wisconsin School of Law. He is a member of the Wisconsin Bar.
