  1. Explain the functional and subjective assessments utilized for a telehealth program and the risks involved with each outcome measure.
  2. Select proper goals and a plan of care for utilizing telemedicine with patients with cardiopulmonary diagnoses
  3. Develop an outline that can be utilized with telemedicine visits to address health risk factors and chronic diseases alongside of normal human movement, mobility, and the ability to engage in optimal lifestyle activities.

Matthew L. Bowman

PT, DPT

Binghamton University

Dr. Matthew Bowman is a Board-Certified Specialist inCardiovascular and Pulmonary Physical Therapy. He has more than 2 decades ofexperience working in a variety of clinic settings before transitioning toacademia at the candidate DPT program at Binghamton University in Binghamton,NY. He graduated from Ithaca College with his MSPT and then Upstate MedicalUniversity with his Doctorate in Physical Therapy. His primary clinical focusincludes working with patients who have pulmonary disease and post-viralillnesses, including LongCOVID. His academic responsibilities include teachingexercise physiology, mobility skills, management of the high acuity patient aswell as cardiovascular and pulmonary physical therapy. He has presented at theAmerican Physical Therapy Association’s Combined Sections Meeting and the NorthAmerican Cystic Fibrosis Conference. He specializes in working with people whohave Cystic Fibrosis and has served as a physical therapist representative onthe Cystic Fibrosis Foundation’s Education Committee and the North AmericanCystic Fibrosis Conference’s Program Planning Committee.

John William Connell

John William Connell, has been a practicing Physical Therapist for ~20 years across various practice settings. He became board-certified in 2018 and became the Coordinator of Pulmonary Rehabilitation at the Cincinnati VA Medical Center (CVAMC) the same year. In 2019, he organized and presented at the 1st Annual Marci Moreno Pulmonary Rehab Conference at CVAMC that offers CEU’s from 11 differing accrediting bodies. Now in its fourth year, the conference has more than doubled in attendance and increased the scope to include Cardiac Rehab.  In 2020, after a grant from the Office of Rural Health, John and his interdisciplinary team were able to begin the Home-Based Cardiac and Pulmonary Rehabilitation programs at CVAMC.  He now coordinates both onsite and home-based Cardiac and Pulmonary Rehabilitation and COVID-19 rehabilitation for CVAMC.  John was the Federal Affairs Liaison for the Academy of Cardiovascular and Pulmonary PT in 2021 and was appointed as the Chair of the Education committee in 2022.  In April of 2022, he was awarded the Physical Therapist of the year award for 2021 by the Ohio Physical Therapy Association.  In 2023, he became Program Coordinator for the first accredited Cardiovascular and Pulmonary Physical Therapy Residency in the state of Ohio.
