Educators have legal as well as ethical responsibilities to students, the academic institution, the clinical facility, and ultimately to patients and clients.

Documentation of the clinical education process must be sufficiently clear, accurate, and thorough to demonstrate the quality and consistency of the clinical educational experience.

Learning Objectives:
  • Create a learning environment that provides a legal, ethical, and moral space in which students, staff, and patients of diverse backgrounds feel safe and supported and have access to appropriate information resources.
  • Synthesize the legal requirements for a high-quality educational experience, including a clinical affiliation agreement, supervision regulations, HIPAA, FERPA, Title VI, and Title IX.
  • Select appropriate documentation tools to maintain a clear academic record.
  • Analyze how court's view litigation on academic issues.
  • Discuss how issues involving students related to Title VI and Title IX should be managed in the clinical setting.  
  • Locate references and resources associated with legal, regulatory, payor, employer, and profession-based supervisory responsibilities in clinical education.  

Cynthia Robinson

PT, PhD

Cynthia (Cyndi) Robinson, PT, PhD has been a practicing physical therapist for over 38 years. Dr. Robinson practiced clinically in the inpatient acute care and rehabilitation settings in trauma centers in the Bronx, NY and Seattle, WA for 18 years. She served as a Clinical Instructor (CI) for 17 years and as a Site Coordinator of Clinical Education (SCCE) for 9 years. Cyndi served as the Director of Clinical Education (DCE) at the University of Washington (UW) for 21 years and at Eastern Washington University (EWU) since September 2021. As a faculty member at UW, Cyndi taught lecture and laboratory courses on functional mobility, documentation, acute care, and wound care. At EWU Cindy teaches in the Physical Therapy Practice Seminar series, which focuses on professional development. Cyndi has presented at APTA – Washington, APTA – Oregon, APTA CSM, and the World Congress of Physical Therapy conferences. Cyndi volunteered with Medical Teams International, leading multidisciplinary Rehabilitation Teams, including PT and OT students, to Chisinau, Moldova from 2003-2011. She presented invited seminar series at the Bashkir State Medical University in Ufa, Russia from 2009-2019. Cyndi has been an APTA Credentialed Clinical Instructor Program (CCIP) – Level 1 Trainer since 2004, a CCIP – Level 2 Trainer since 2018, and a CCIP Train the Trainer faculty member since 2019.

Anne Thompson

PT, EdD

Anne Thompson, PT, EdD, is a Level 1 CCIP Certified Clinical Trainer, with more than 30 years of experience as a CI and trainer. She retired from Georgia Southern University, where she served as the DCE, Program Director, and Department Chair. Currently, she is an adjunct associate professor in the MS and PhD Programs in Health Professions Education at the Massachusetts General Hospital Institute of Health Professions. She is chair of the Georgia State Board of Physical Therapy, a member of the FSBPT Continuing Competence Committee, and the Georgia delegate to FSBPT. Anne also serves as a board member of the Georgia Foundation for Physical Therapy.
