    (LMS-Regulatory-Nov-2026) In its Regulatory, Legislative, and Payment Updates series, APTA's Health Policy and Payment team will provide an overview of the most significant and impactful federal regulatory and commercial payer policy updates in 2026; this session will cover developments between October and November.

    Get inside intel from APTA's Health Policy and Payment team on the most significant and impactful federal and commercial payer policy updates in 2026.

    Throughout the year, APTA's regulatory staff will provide regular updates on federal rulemaking impacting policy and payment for both outpatient providers (Medicare Physician Fee Schedule) and institutional, post-acute care providers (home health agencies, skilled nursing facilities, inpatient rehabilitation facilities, and long-term care hospitals). APTA will cover both proposed and final rules, and may address other nonrecurring federal rules that impact physical therapists.

    And on the commercial payer front, you’ll receive regular roundups of significant updates to private payer policies, including changes at both national and regional levels.

    This registration is for the April 2 webinar, which covers developments October-November 2026.

    Alice Bell, PT, DPT, is a senior specialist in health policy and payment at APTA, a role she has held since joining the association in 2016. She advocates with commercial payers to advance physical therapy policy and address member concerns. Alice serves as APTA’s staff representative to the American Medical Association’s Relative Value Scale Update Committee and represents the association in both public and private workgroups focused on payment and quality improvement. She also develops member resources on payment policy and supports the advancement of physical therapists in alternative payment models and value-based care initiatives.

    Wanda K. Evans, PT, DPT, MHS, is a senior payment specialist at APTA. Her responsibilities include communicating with members and insurers on inquiries regarding third-party, billing, CPT coding, and payment policies; providing resources in policy development; monitoring trends; and assisting in association efforts to advance payment policies. She remains a treating clinician in the outpatient setting. Before joining APTA, she was the clinical documentation and utilization review coordinator for Medstar National Rehabilitation Hospital Network. Prior to that she was the supervisor of physical therapist and occupational therapist services for Kaiser Permanente Mid Atlantic. She has been an APTA member since she was a student. She received her bachelor of physical therapy and doctor of physical therapy degrees from Howard University, and a master of health science degree in orthopedic and sports physical therapy from the University of Indianapolis. She also is a certified kinesio taping practitioner.

    Rachel Miller, MPH, is a health policy and payment specialist within APTA's Health Policy and Payment Unit as of August 2022. Rachel advocates to federal regulators on policy issues that affect the physical therapy profession. Before joining the association, she was working towards her master's degree in health policy at the University of North Carolina at Chapel Hill. While continuing her education, Rachel showed community members how to obtain health insurance as Certified Application Counselor in a student-run clinic. Before that, she helped stop the spread of COVID-19 as a case investigator at a local health department. She obtained her bachelor's degree in public health from the University of South Florida.

Prior to joining APTA, Sharon was Vice President, Legal and Regulatory Affairs at the American Clinical Laboratory Association. She also served as Director, Economic & Regulatory Affairs at the College of American Pathologists. Prior to her roles with associations, she was Senior Corporate Counsel for WellCare Health Plans. She also led negotiations and managed relationships with key health systems, hospitals, facilities, physicians, and other providers for Aetna, NYLCare Health Plans, and Prudential Insurance Company. She received a bachelor’s degree from Miami University (Ohio) and her law degree from George Mason University School of Law. She is a member of the Virginia bar.

      Despite strong evidence supporting the importance of appropriate exercise dosing, exercise continues to be underdosed across clinical practice and community settings. Physical therapists and physical therapist assistants consistently recognize the value of individualized, high-intensity, and progressive exercise, yet real-world implementation is often limited by patient-, clinician-, clinic-, and system-level barriers. At the same time, patients look to rehabilitation professionals as trusted experts to translate evidence into meaningful, achievable, and effective exercise programs.

      This course is designed to bridge the gap between what the evidence recommends and what patients realistically do. The session will synthesize contemporary evidence for exercise recommendations across multiple populations at increased risk for underdosing and sedentary behavior. Participants will consider context that should inform optimal dosing such as self-efficacy, outcome expectations, access, time constraints, socioeconomic factors, and patient beliefs and values. Emphasis will be placed on actionable strategies, including monitoring physiological response, leveraging shared decision-making, and fostering therapeutic relationships to support sustainable participation. At the end of this session, attendees will be equipped to move beyond population-level exercise recommendations toward tailored, purposeful progress for patients. 

      Course Objectives: At the conclusion of this session, participants will be able to:

      • Summarize current evidence-based exercise dosing and training intensity recommendations across selected patient populations
      • Apply principles of exercise physiology to develop appropriately dosed, patient-centered exercise prescriptions

      Laura Baehr, PT, DPT, PhD is an Assistant Professor in the Department of Physical Therapy and Rehabilitation Sciences at Drexel University. She is a physical therapist-scientist with expertise in designing, assessing, and implementing community exercise to meet the values and needs of adults with chronic mobility limitations. Her work focuses on translating evidence-based exercise principles into accessible and adaptable movement strategies that support sustainable physical activity behavior.  She has over 10 years’ experience developing and leading adapted movement programs with teaching appointments at the Pennsylvania Center for Adapted Sports and as an inaugural OnDemand fitness instructor with Move United, a national adapted sports organization. Laura’s research integrates the assessment of personal, environmental, and social factors influencing physical activity with the development and implementation of  group exercise for people with chronic conditions such as spinal cord injury, arthritis, and chronic mobility limitations. Through this work, she advances practical blueprints to apply exercise progressions and regressions across diverse functional levels. Laura is funded by the Department of Defense, the Arthritis Foundation, and the Clinician-Scientists Transdisciplinary Aging Research Network. She serves as Treasurer of the APTA Academy of Research Qualitative and Mixed Methods Special Interest Group and is a member of the Academy of Geriatrics Academic Education Committee.

      Hallie Zeleznik, PT, DPT, is Vice Chair of Clinical Education and Practice Innovation in the Department of Physical Therapy at the University of Pittsburgh and a board-certified neurologic clinical specialist. She has more than 20 years of experience in progressive clinical and leadership roles within the University of Pittsburgh Medical Center Rehabilitation Institute. Her national service includes multiple roles with the Academy of Neurologic Physical Therapy, including serving as an article reviewer and as a member of the knowledge translation task force for the Clinical Practice Guideline: A Core Set of Outcome Measures for Adults with Neurologic Conditions Undergoing Physical Therapy. She currently serves as co-chair of the knowledge translation committee for the Clinical Practice Guideline: A Core Set of Outcome Measures to Assess Physical Function for Adults Participating in Physical Therapist Treatment in the Hospital through the Academy of Acute Care Physical Therapy. Her additional national service includes work with the American Board of Physical Therapy Specialists as a member of the Specialization Academy of Content Experts, followed by a term on the Neurologic Specialty Council from 2017–2020. She is currently serving a four-year term on the ABPTS Board of Commissioners and represents Pennsylvania as a delegate to the APTA House of Delegates. In 2023, Hallie received the Academy of Neurologic Physical Therapy’s Outstanding Clinical Innovator Award for her work advancing evidence-based practice across the UPMC Rehabilitation Institute.

      Emergency departments are one of the most complex and high-stakes environments in healthcare, where clinical decisions must be made rapidly with limited information and resources. While physical therapy has established a presence in this setting, current models of care remain highly variable, often underutilized, and inconsistently integrated into emergency workflows.

      This session will challenge the status quo and redefine what physical therapy should look like in the emergency department. Moving beyond traditional consult-based and mobility-focused models, participants will explore how physical therapists can function as essential contributors to clinical decision-making, patient flow, and safe disposition planning.

      Through a combination of historical context, current state analysis, and forward-looking frameworks, this session will introduce a systems-based approach to practicing at the top of scope. Attendees will learn how to optimize when, where, and why physical therapy is delivered in the emergency department, aligning care with patient needs and operational priorities.

      Using real-world cases and implementation strategies, this master class will equip clinicians and leaders with the tools to move from presence to impact—shifting physical therapy from a supportive service to a critical component of emergency care delivery.

        Joshua D’Angelo is a doctor of physical therapy and board certified orthopedic specialist who has co-founded and directed global organizations centered around improving access to healthcare and innovating healthcare delivery. Dr. D’Angelo co-founded MovementX, a movement health platform delivering high quality physical therapy and personal training services whenever and wherever it is needed most. MovementX’s mission is to help people move their best, so they can live their best.

        Dr. D’Angelo also co-founded Move Together, a 501(c)3 non-profit organization whose mission is to increase access to quality rehab medicine around the corner and around the world. He served as Vice President and COO from its founding in 2015 through 2021. He is responsible for co-creating the first global Physical Therapy Day of Service, which has united over 20,000 physical therapy clinicians and staff from all 50 states and nearly 90 countries to give back to their communities.

        Dr. D’Angelo has served as delegate in the DC Chapter of the American Physical Therapy Association (APTA), as president of APTA’s Student Assembly, which represents over 25,000 physical therapy and physical therapist assistant students, and as the chair of APTA’s New Professionals Committee. In 2018, Dr. D’Angelo received APTA’s Societal Impact Award and George Washington University’s Distinguished Young Alumni Award.         Her clinical background is in rural private practice, where she practiced as a PTA and served as a Site Coordinator of Clinical Education and Clinical Instructor, mentoring students and advancing collaborative, team-based patient care. She led health promotion programming and new hire training for PTs and PTAs.

        Amanda began her academic career serving as an adjunct instructor. She is especially passionate about advocacy, team-based care, and reducing health disparities by preparing PTAs to play a vital role in delivering high-quality healthcare in rural communities.

          This workshop is designed to assist physical therapist assistant education program administrators and faculty to obtain or maintain programmatic accreditation. It includes an overview of the accreditation process, and the specific expectations of the Commission on Accreditation in Physical Therapy Education (CAPTE) related to the 2024 Standards and Required Elements. Information is provided on:

          1. Purposes and process of accreditation
          2. How to develop a Self-Study Report that accurately reflects all program activities.
          3. How to respond to the accreditation reports.
          4. How to complete an assessment process (programmatic and curricular).

          After completing this workshop, participants will be able to:

          1. Describe the purposes of specialized programmatic accreditation.
          2. Identify the individuals involved in the self-study process.
          3. Identify pre-accreditation and accreditation activities.
          4. Describe the self-study process.

          Course Instructions

          1. Click on the Contents tab to watch the course recording.
          2. Click the Take Quiz button to complete the assessment. Learners will have 3 attempts to pass and must answer at least 70% of questions correctly.
          3. Click Fill Out Survey under the Evaluation listing to provide valuable course feedback. Scroll down on all questions as there may be answer options that expand past the size of the window.
          4. Click the View/Print Your Certificate button under the Certificate listing. You can view/print your certificate at any time by visiting the APTA Learning Center and clicking the CEU Certificate/Transcript link on the left-hand side of the page.

          To complete group registration:

          1. Log into the APTA Learning center
          2. Locate the course. Select view
          3. Click on register
          4. Click on complete registration now
          5. Click on Add a Registration for another User
          6. Enter the email address associated with the user's APTA ID (Member or Nonmember ID)
          To create an APTA Learning Center account:

          1. Visit www.apta.org and click JOIN.

          2. Once account is created, you will receive a notification to verify your email address.

          3. To activate your APTA Learning Center account, please visit the APTA Learning Center, and login with your created APTA credentials.
